Goh Chok Tong Enable Fund ► Equal Dreams

Overview

Equal Dreams has received support from the Goh Chok Tong Enable Fund (GCTEF) to provide free or subsidized accessibility services until May 2026 or until funds are fully utilized, whichever comes first.

This initiative aims to reduce barriers faced by disabled individuals in accessing education, training, skills upgrading, and lifelong learning opportunities.

With this fund, you can:

  • Increase your employability
  • Pursue your interests and aspirations
  • Explore new passions

Eligibility Criteria

To be considered for the fund, you must meet all 3 criteria below.

Please note: Meeting these criteria does not guarantee automatic approval or full subsidies. A fact-finding interview may be conducted to further assess your eligibility.

The final decision on eligibility and amount of subsidy is determined on a case-by-case basis.

  1. Citizenship or Residency
    You are a Singaporean or Singapore Permanent Resident.
  2. Disability Identification
    Your disability falls under the categories defined by SG Enable, who administers this grant, which are:

    • Deaf or hard-of-hearing
    • Blind or low vision
    • Physical disability
    • Autism
    • Intellectual disability
  3. Financial & Institutional Barriers
    • The organiser or training provider of your programme is not covering accessibility costs.
    • The cost of accessibility services is a financial load for you.

Eligible Settings

The fund can be used for accessibility support in various settings. Priority will be given to:

  • Courses
  • Conferences or seminars
  • Talks or workshops
  • Meetings
  • Networking sessions

Requests for essential personal uses (e.g., medical appointments or job interviews) will be considered case by case.

Available Accessibility Services

Services include (but are not limited to):

  • Sign language interpretation
  • Speech-to-text interpretation
  • Note-taking
  • Scribe services
  • Document conversion to accessible formats
  • Sighted guidance and audio description (visual interpreting)
  • Digital assistive technology training/coaching (new)
  • Physical assistance intermediary (new)
    • An intermediary, as an accommodation for disabled students, assists with physical tasks that might be a barrier for students with physical disabilities, ensuring equitable access to education. The intermediary facilitates, rather than replaces, the student’s engagement and learning, ensuring the student remains the primary agent of their educational journey.

    How to apply

    1. Email services@equaldreams.sg early before your course or event starts to request for accessibility services under the GCTEF.
    2. Please include dates, times, and description of your request.
    3. A representative from Equal Dreams will reach out to understand your needs better.

    What You Need to Provide

    No means testing or income documents are required. However, you will need to submit:

    • Proof of disability 
    • A brief justification of financial need (no payslips or private documents required)
    • Proof that you asked the organiser/training provider for accessibility services and were rejected
    • Confirmation that you have not applied for the same service through GCTEF with another organisation

    We aim to minimise the accessibility barrier with GCTEF support without compromising on the prudence of the fund utilisation.
